Scope and Content
This series comprises annual reports submitted to the Secretary of State by Utah State government commissions, boards, departments, and other institutions, as required by chapter 153 of The Laws of Utah, 1957. Reports were edited for content, brevity, and uniformity and compiled into a single volume to be printed and published for the use of the legislature, governor, and other essential purposes.
Reports to the Secretary of State were to include (1) a detailed statement of important official acts of the governing board of each agency, (2) growth and condition, (3) report of chief executive officer, (4) list of officials and their salaries, (5) estimate of cash value of real and personal property, (6) estimate of cash value of real and personal property of state in connection with institution, and (7) an inventory of real and personal property. General contents included a detailed statement of the manner in which all appropriations were expended and other material intended for the legislature, governor, and other uses. Excluded was financial data included in the State Auditor's financial report.
Annual compilations are chronological by fiscal year. Within each volume, reports are broadly grouped according to agency function or type, with functions being listed in alphabetical order: elective offices, education, general control, health, highways, natural resources, public welfare, public safety, regulatory, sundry boards and commissions, and various other agencies. Within each function category, individual agencies appear in random order.
Public documents serial set from the Secretary of State, Series 240, includes biennial reports and is the predecessor to the compiled digest of administrative reports.
The Secretary of State compiled, printed, and published digest volumes which were distributed to the legislature, governor, and other agencies. Copies were transferred to the Utah State Archives and Records Service.

Microfilming of the administrative reports was done in October 1975. Archival processing of these records was completed in February 1999 by W. Glen Fairclough, Jr.
